Cut and dry, migrate switch from old to new.

'Translate' config from 2960 to 3850, downsizing from 48-port to 24. We don't need that many ports.

Planning:

• Migrate Configuration - Translate Configuration on 2960 to 3850. This required also moving all ports to one side of the switch for ease of migration, then translate ports 25-48 to 1-24 + 10gb interfaces for ingress-egress.
